I remember this movie being better than it is. To be fair, the last time I watched it was probably in 2004 or 2005. It's been a lonnng time. There is too much time spent on the sheriff messing about with the youths, it slows down the pacing and rather than building tension, starts to fall on the side of "I might fall asleep." The backstory of Bubba (who isn't really "Bubba" in this) is a bit goofy. Why do people feel the need to overexplain things? Why can't he just be a weird shut-in that we don't know anything about? I think this was a common misstep with remakes in the 00s.

No. TCM Die-hards will want to watch it, but if you're looking for a good TCM movie, watch the first or second (if you want to laugh too).
